Tyler is one of 2 places in Texas to get a grant to Tyler for a 160-bed extended care facility
on 20 acres donated by the University of Texas Health Science Center at Tyler, adjacent to the
school’s Hwy 271 campus with access to I-20. The only other facility in Texas is to be in Houston. Slated to open 2010. Senator Kay Bailey Hutcheson guided this through Congress.

BIBLE seriously here it resonates. Especially the admonition to Love Thy Neighbor. Tyler attracts
a committed set of excellent leaders driving the religious nonprofit sector & transforming the
community. Tyler has a set of noble clergy. “OUTSIDERS” have been allowed in Tyler & allowed
to help in the community. Tyler has problems found everywhere, but its people largely meet
those with PRAYER & “LOVE THY NEIGHBOR”. This town is more progressive than most, but they
strive to do it! That’s why Tyler & Smith County GROW.

The short term TX outlook is weak, but longer term is healthier due to job growth, low business &
loving costs & a young, fast-growing labor force remain positives the will help in recovery. Dallas &
Austin will feel the brunt as they have more exposure in the construction & financial services
industries. Unemployment will rise to 8% & 102,000 Texans have applied for unemployment benefits.`

Homes valued higher than $200,000 make up 12% of the foreclosure market now, up from 3% in
2005, according to Foreclosure Listing Service. Dr. Jim Gaines, research ecomomist with the
Real Estate Center at Texas A&M University, said that previously easy access to mortgages & the
widespread availability of 100% financing have caught up with the owners of high-priced homes
across Texas. Postings rose 22% for homes UNDER $200,000, 71% for those priced between
$300,000 & $499,999 & 40% for homes priced OVER $1 million. Homes under $200,000 also SELL
QUICKER THAN UPPER PRICED HOMES.

Texas, Arkansas, Montana, Nebraska, North Dakota, West Virginia & Wyoming ALL operate in
the BLACK. The rest of the states have a % of shortfall from 15.9% in Arizona down to 0.9%

Any workable sollution to the MORTGAGE MESS must benefit BANKS & BORROWERS. While no magic
answer these are ideas Washington should consider:
1. Discontinue adjustable rate mortgages - permanent fixed financing hard to find, so owners are
trapped.
2. Require lenders to refinance ARMs into fixed-rate mortgages - also extend life of loan if
necessary.
3. Reappraise properties in overappreciated markets - lenders to convert at the new appraisal
values.
4. Limit real estate equity lines of credit - only for amount of equity in property.
5. Give tax credits to home owners who pay on time - reward those who pay.
